is broken, or just stiff?

Answer:
An unbroken
truss rod is stiff. That's
how it keeps the neck straight.
If the truss rod is broken, the adjusting nut will turn loosely and the
rod may even rattle if you
bump the neck. Unfortunately this is a big repair.
If the guitar is
worth fixing because of its value or sentimental reasons, find a
qualified
luthier to fix it.
